Do you you use an alternative authentication query? Have you specified a username part in your client entry at TekRADIUS Manager / Clients tab?

In Client:
- Add IP address where SoftEther VPN server resides
- Add Secret Key
- Add User Name Part as "*"
-Add Secret as password
- Add Vendor "ietf"

on user i added "jlo" as user, the i add authentication. i did not do anything with the group i just leave it on default.

Why do you use * as wildcard? Please download and apply the update (Built number is 5.5.0.7) at https://www.kaplansoft.com/tekradius/release/TekRADIUS-Update.zip or https://www.kaplansoft.com/tekradius/release/TekRADIUSLT-Update.zip depending on your TekRADIUS edition and try again.

That is the instruction from Softether VPN server = Configuration for EtherIP / L2TPv3EtherIP and L2TPv3 is for accepting VPN routers to build site-to-site VPNs. You can click the "EtherIP / L2TPv3 Detail Settings" button on the configuration screen to add the client-device entry on the list. On a client-device entry on the list, the ISAKMP (IKE) Phase 1 ID string, and the related credentials (username and password on a user which has been registered on the destination Virtual Hub.)
You can specify the asterisk ('*') as the wildcard on the username on an entry. Such an entry will be applied for any VPN client router's login attempts from remote side. https://www.softether.org/4-docs/2-howto/9.L2TPIPsec_Setup_Guide_for_SoftEther_VPN_Server/1.Setup_L2TP%2F%2F%2F%2FIPsec_VPN_Server_on_SoftEther_VPN_Server
