Hi Yasin Kaplan,
I temporarily require an older version of TekRADIUS LT edition that doesn't require the Microsoft.NET Framework v4.0 Client.
I believe v3.8, which I think is the last point iteration from v3, requires only .NET Framework v2.0. I think v3.8 was released early in Jan 11.
I know it's an odd request requiring an older version, but TekRADIUS LT edition v3.8 will only be used during the Christmas period as a temporary measure. After that, our current server will be decommissioned, and on the new hardware we'll be running the latest and greatest TekRADIUS SQL Server edition.
I appreciate your help in this regard.

I hope you don't mind, but I took it upon myself to tweak your above given URI for the SQL edition, to download the LT edition v3.8.
Although I'm not sure why you didn't give me the URI for LT edition v3.8 at http://www.tekradius.com/release/3.8/tekradiuslt.zip ? Is there an issue with LT edition v3.8 that perhaps I should be aware of before preceding to install it ?

You welcome.
There is not a problem with TekRADIUS LT edition. I just misunderstood that you were requesting SQL edition.
